About ICEM
The International College of Engineering and Management (ICEM) is a unique Higher Education Institution located in the City of Muscat in the Sultanate of Oman with the principal philosophy being the delivery of niche, specialist programmes. The College was founded in 1995 and licensed by the Ministry of Education (MoE) and has an extensive vocational training facility which supports and supplements Higher Education. ICEM offers specialised programmes affiliated with the University of Lancashire, United Kingdom, adding value to the academic quality and standards of its qualifications. It is ICEM’s ambition to become a University College and is therefore working towards expanding its research, consultancy, and knowledge transfer in the fields of its specialisations.
Our History
1993
• Directorate General of Civil Aviation and Meteorology requests training for staff on fire and safety procedures.
• Collaboration with the Fire Service College, Moreton-in-Marsh, UKleads to the establishment of
firefighting training in Oman.
• Academy for Fire Fighting and Safety established.
1995
1998
• Ministry of Education approval received to offer Higher Education programmes in Oman in affiliation with University of Lancashire, UK.
• The College name changed to Fire Safety Engineering College.
• Commenced the Well Engineering Programme.
2001
• Commenced the Facilities Management Programme.
2003
• Commenced the Health, Safety and Environmental Management Programme.
2007
• Agreement signed with the Institution of Occupational Safety and Health (IOSH.UK).
2010
2016
• Agreement signed with University of Lancashire to launch the delivey of Year 4 at ICEM.
• Major investment in the HAZMAT Training Facility.
• MoU with Georgetown University, USA - Executive Master Program in EDM.
• MoU with Oklahoma University, USA-Academic, technical and training programmes.
• MoU with the Institute of Public Administration for mutual training cooperation.

• IS09001:2015 Quality Management System.
• ISO 45001
• Membership of the Institute of Electrical and Electronic Engineers (IEEE,UK).
• Associate Membership of the Internal Civil Aviation Organisation (ICAO).
• ICAO Global Aviation Training Trainer Plus.
• Constructed the new Building (Block A).
2018
• Registered Five (05) inventions for Intellectual Property (IP) under the category of patent.
• Upgraded Fire Trucks within Safety Protection Services (SPS).
2021
• The institutional Accreditation by OAAAQA.
2023
• Services extended to include oil companies, Armed Forces and commercial and industrial organisations
1994
• Continuation of training and expanding its scope to cover all Gulf States.
1996
1999
• Commenced the Fire Safety Engineering Programme.

• Won contract to train NATO forces at the College.
2002
• Member of the Oman Society for Petroleum Services.

• International Well Control Forum (IWCF,UK).
• Extended Vocational training courses.
• The College name changed to the International College of Engineering and Management.
2008
• Agreement signed with the National Examination Board in Occupational Safety and Health
(NEBOSH,UK).
•Launched Safety Protection Services (SPS).
2012
• Highfield (awarding body for compliance) Middle East Asia.
•HABC approved Centre and registered to deliver Highfield qualifications.
2017
• to online teaching in response to Government Regulations to combat COVID-19.
2020
• Conducted Periodic Course Review (PCR) with University of Lancashire.
• Recognition of the full bachelor's degree programmes at ICEM by the Kingdom of Saudi Arabia.
